Được Creative Commons (CC) khởi xướng vào năm 2024, Liên minh Hướng tới Khuyến nghị về Di sản Văn hóa Mở - TAROCH (Towards a Recommendation on Open Cultural Heritage) quy tụ hơn 60 tổ chức và cơ quan từ 31 quốc gia cùng chia sẻ niềm tin vào tiềm năng chuyển đổi của các giải pháp mở. Với tầm nhìn chung về quyền tiếp cận công bằng và bền vững, TAROCH mong muốn truyền cảm hứng cho các Quốc gia Thành viên UNESCO ủng hộ và thông qua Khuyến nghị về di sản mở trong phạm vi công cộng. Được sự ủng hộ của các thành viên đã ký Tuyên bố Cam kết, TAROCH đang thúc đẩy một phong trào toàn cầu nhằm định hình tương lai của di sản văn hóa trong phạm vi công cộng.

Bối cảnh

Di sản văn hóa thế giới nắm giữ sức mạnh kết nối con người xuyên thời gian và không gian, thúc đẩy sự hiểu biết lẫn nhau, sáng tạo và phát triển bền vững. Tuy nhiên, nhiều kho báu văn hóa vẫn chưa được tiếp cận, bị che khuất bởi những rào cản của chính sách lỗi thời, hạn chế về nguồn lực và những thách thức về hậu cần.

Các Tổ chức Di sản Văn hóa - CHI (Cultural Heritage Institutions) như bảo tàng, kho lưu trữ và phòng trưng bày đang phải đối mặt với những khó khăn to lớn trong việc số hóa các bộ sưu tập, bảo tồn các hiện vật dễ vỡ và cung cấp chúng cho công chúng. Những thách thức này thường dẫn đến việc những phần quan trọng trong lịch sử chung của chúng ta vẫn nằm ngoài tầm với của các cộng đồng mà họ đại diện và của công chúng toàn cầu mong muốn được tiếp cận.

Việc tiếp cận và thưởng thức di sản văn hóa là một quyền con người, được UNESCO công nhận, và là điều cần thiết để thúc đẩy hòa bình, hiểu biết lẫn nhau và phát triển bền vững. Nó cho phép các cá nhân và cộng đồng thể hiện bản sắc, bảo vệ truyền thống và tích cực tham gia vào đời sống văn hóa, những yếu tố nền tảng cho nhân phẩm và gắn kết xã hội. Nếu không cởi mở với di sản văn hóa, chúng ta có nguy cơ xói mòn sự đa dạng văn hóa, làm suy yếu đối thoại và đánh mất những câu chuyện chung kết nối chúng ta với quá khứ và truyền cảm hứng cho tương lai.

Giới thiệu Liên minh TAROCH

Để giải quyết các rào cản mang tính hệ thống và thúc đẩy tiếp cận công bằng với di sản văn hóa, CC đã thành lập Liên minh TAROCH. Sáng kiến này tìm cách hợp tác với UNESCO và các quốc gia thành viên để tìm hiểu việc phát triển một Khuyến nghị—hoặc một công cụ thiết lập tiêu chuẩn khác—nhằm thúc đẩy tiếp cận mở đối với di sản văn hóa hết bản quyền. TAROCH được hỗ trợ hào phóng bởi Arcadia, một quỹ từ thiện gia đình.

Liên minh này thúc đẩy đối thoại toàn cầu và đề xuất các giải pháp nhằm giảm thiểu các rào cản không cần thiết đối với việc tiếp cận di sản văn hóa. Liên minh hướng đến việc khuyến khích các cuộc thảo luận giữa các quốc gia thành viên UNESCO về việc áp dụng chính sách thúc đẩy các giải pháp mở. Các giải pháp này có thể bao gồm việc phát triển các công cụ, tiêu chuẩn, thực tiễn và hệ thống toàn cầu để giúp di sản văn hóa dễ tiếp cận hơn với tất cả mọi người. Tầm nhìn này phù hợp với sứ mệnh của UNESCO là thúc đẩy dòng chảy thông tin tự do và bảo tồn di sản, góp phần giải quyết các thách thức toàn cầu.

Launched in 2024 by Creative Commons (CC), the Towards a Recommendation on Open Cultural Heritage (TAROCH) Coalition unites over 60 institutions and organizations from 31 countries that share a belief in the transformative potential of open solutions. With a shared vision for equitable and sustainable access, TAROCH aims to inspire UNESCO Member States to champion and adopt a Recommendation on open heritage in the public domain. Backed by members who have signed the Statement of Commitment, TAROCH is driving a global movement to shape the future of cultural heritage in the public domain.

Background

The world’s cultural heritage holds the power to connect people across time and space, fostering mutual understanding, creativity, and sustainable development. Yet, many cultural treasures remain inaccessible, locked behind barriers of outdated policies, resource limitations, and logistical challenges.

Cultural Heritage Institutions (CHIs) like museums, archives, and galleries face immense struggles to digitize their collections, preserve fragile artifacts, and make them available to the public. These challenges often result in critical pieces of our shared history remaining out of reach for the communities they represent and for global audiences eager to engage with them.

At CC, we help cultural heritage institutions make the digital objects in their collection openly accessible through the use of CC licenses and public domain tools, which prioritize accessibility, shareability, and reusability while respecting ethical, legal, and cultural considerations.

Leading institutions like the Metropolitan Museum of Art, the Smithsonian Institution, and the Rijksmuseum have adopted open access policies and practices that benefit from the CC licenses to communicate how digital cultural heritage objects can be shared and reused, showcasing the transformative potential of openly sharing cultural heritage resources.

Accessing and enjoying cultural heritage is a human right, as recognized by UNESCO, and is essential for fostering peace, mutual understanding, and sustainable development. It allows individuals and communities to express their identities, safeguard traditions, and actively participate in cultural life, which are fundamental to human dignity and social cohesion. Without openness to cultural heritage, we risk the erosion of cultural diversity, the weakening of dialogue, and the loss of shared narratives that connect us to our past and inspire our future.

Introducing the TAROCH Coalition

To address systemic barriers and promote equitable access to cultural heritage, CC formed the TAROCH Coalition. This initiative seeks to collaborate with UNESCO and its Member States to explore the development of a Recommendation—or another standard-setting instrument— that advances open access to out-of-copyright cultural heritage. TAROCH is generously supported by Arcadia, a family charitable foundation.

The Coalition facilitates global dialogue and proposes solutions to reduce unnecessary barriers to accessing cultural heritage. It aims to encourage discussions among UNESCO Member States about adopting policy that promotes open solutions. These solutions may include developing tools, global standards, practices, and systems to make cultural heritage more accessible to all. This vision aligns with UNESCO’s mission to foster the free flow of information and preservation of heritage, contributing to addressing global challenges.

TAROCH’s goal is that its foundational work, alongside the efforts of supportive stakeholders, will not only address access issues in the digital age but also spark deeper conversations and foster collaborative efforts that ultimately provide a shared framework for policymakers. By cultivating understanding, building consensus, and championing the profound impact of a global policy, TAROCH aims to establish a unified standard for cultural heritage institutions, empowering them to unlock the full potential of their collections for the benefit of society.
