Ủy ban châu Âu (EC) sẽ tạo sân chơi bình đẳng cho phần mềm nguồn mở (PMNM) khi mua sắm các giải pháp phần mềm mới, nó đã công bố hôm 27/03. Đánh giá PMNM và phần mềm sở hữu độc quyền sẽ được tính tới theo tổng chi phí sở hữu và các chi phí thoát ra của chúng.

“Đối với tất cả các phát triển CNTT trong tương lai, Ủy ban sẽ thúc đẩy sử dụng các sản phẩm mà hỗ trợ cho các đặc tả kỹ thuật được thừa nhận, được viết tốt thành tài liệu và được ưu tiên là mở mà có thể được tự do áp dụng, triển khai và mở rộng. Tính tương hợp là vấn đề sống còn cho Ủy ban, và sử dụng các tiêu chuẩn được thiết lập tốt là yếu tố chính để đạt được điều đó”, EC tuyên bố trong một chiến lược 10 điểm.

“Đối với sự phát triển các hệ thống thông tin mới trong nội bộ, đặc biệt nơi mà sự triển khai là nhìn thấy được từ các bên thứ 3 bên ngoài hạ tầng của EC, thì PMNM sẽ là lựa chọn được ưu tiên và được sử dụng ở bất kỳ nơi nào có thể”.

Các kế hoạch được Cục CNTT - DIGIT (Directorate-General for Informatics) của EC xuất bản. DIGIT muốn nâng vai trò của PMNM trong tổ chức, nó viết trong chiến lược 2014-2017 của mình. “Chiến lược được làm mới lại này đặt trọng tâm đặc biệt vào mua sắm, đóng góp cho các dự án PMNM và cung cấp nhiều hơn phần mềm được phát triển bên trong Ủy ban như là nguồn mở”.

Chiến lược được làm mới lại này sẽ gia tăng sự tương tác giữa EC và các cộng đồng nguồn mở. EC cũng hy vọng tạo ra các cộng đồng bền vững cho các giải pháp nguồn mở của riêng mình. “DIGIT sẽ tiếp tục đóng một vai trò tích cực trong việc thúc đẩy các quan hệ đối tác tập trung vào PMNM giữa các cơ quan của châu Âu và các bên tham gia đóng góp khác”.

Sự xem xét kỹ lưỡng cũng sẽ hỗ trợ cho Chương trình ISA của EC, nó hỗ trợ và tạo thuận lợi cho sự cộng tác điện tử xuyên biên giới giữa các nền hành chính nhà nước của châu Âu. Chương trình ISA quản lý cả nền tảng cộng tác Joinup, nơi mà OSOR là một trong các cộng đồng.

The European Commission will create a level playing field for open source software when procuring new software solutions, it announced on 27 March. Evaluation of open source and proprietary software will take into account their total cost of ownership and exit costs.

“For all future IT developments, the Commission shall promote the use of products that support recognised, well-documented and preferably open technical specifications that can be freely adopted, implemented and extended. Interoperability is a critical issue for the Commission, and use of well-established standards is a key factor to achieve it”, the EC announces in a new ten point strategy.

“For the internal development of new information systems, in particular where deployment is foreseen by third parties outside the EC infrastructure, open source software shall be the preferred choice and used whenever possible.”

The plans are published by the EC’s Directorate-General for Informatics. DIGIT wants to increase the role of open source software in the organisation, it writes in its 2014-2017 strategy. “The renewed strategy puts a special emphasis on procurement, contribution to open source software projects and providing more of the software developed within the Commission as open source.”

The revamped strategy will increase the interaction between the EC and open source communities. The EC also hopes to create and sustain communities for its own open source solutions. “DIGIT shall continue to play an active role in promoting partnerships focusing on open source software between the European Institutions and other stakeholders.”

The overhaul is also to support the EC’s ISA Programme, which supports and facilitates cross-border electronic collaboration between European public administrations. The ISA Programme runs both the Joinup collaboration platform, where the Open Source Observatory and Repository (OSOR) is one of the communities.
