Mô hình mới cho mua sắm CNTT đối với các chính quyền địa phương tại Vương quốc Anh đang thúc giục các cơ quan hành chính nhà nước sử dụng các tiêu chuẩn mở, để có chỗ cho các giải pháp phần mềm lanh lẹ và đổi mới, bao gồm nguồn mở. Một trong những mục tiêu của Chiến lược Phân loại Thương mại CNTT-TT Quốc gia cho Chính quyền Địa phương là để giảm các chi phí CNTT 10-20% trong 5 năm tới.

Chiến lược mua sắm từng được site mới về CNTT Government Computing (Điện toán Chính phủ) công bố hôm 21/05. Hiệp hội Chính quyền Địa phương, có liên quan tới chiến lược này, đã không trả lời các yêu cầu bằng điện thoại và thư điện tử về các chi tiết.

Tính tương hợp

Theo site này, Chương trình Quản lý Phân loại CNTT-TT Quốc gia nhằm đưa vào công nghệ nguồn mở, các tiêu chuẩn mở, biến đổi thị trường với sự đổi mới có tính phá hủy để “phân phối thế hệ tiếp sau các dịch vụ công số”. Một trong những nguyên tắc, Điện toán Chính phủ viết, là “Các tiêu chuẩn mở và Đổi mới: Khuyến khích áp dụng các tiêu chuẩn mở mà không cấm sự triển khai phần mềm lanh lẹ và đổi mới, bao gồm cả sự truy cập tới nguồn mở”.

Site này trích lời CIO của thị xã Camden của Luân Đôn, John Jackson, người đã gọi chiến lược đó là sống còn cho khu vực nhà nước. “Tôi tin tưởng tiếp cận mới này sẽ dẫn dắt tính hiệu quả, làm tăng tốc đổi mới thông qua việc chia sẻ và phá hủy tận gốc thị trường phần mèm chán nản và cổ lỗ vĩnh viễn”.

Trong tháng 4, CIO Jackson đã công bố Liên minh các Hệ thống Mở, nhằm vào để các nhà chức trách địa phương của Anh để phát triển, chia sẻ và sử dụng lại các giải pháp phần mềm.

A new model for IT procurement for local governments in the United Kingdom is urging public administrations to use open standards, to create room for agile and innovative software solutions including open source. One of the aims of the National ICT Commercial Category Strategy for Local Government is to reduce IT expenses by 10 to 20 percent over the next five years.

The procurement strategy was announced by the IT news site Government Computing, on 21 May. The Local Government Association, involved in the strategy, did not respond to phone and email request for more details.

Interoperability

According to the site, the National ICT Category Management Programme aims to include open source technology, open standards, to transform the market with disruptive innovation to "deliver the next generation of digital public services". One of the programme's principles, writes the Government Computing, is "Open Standards and Innovation: Encourage the adoption of open standards that do not prohibit agile and innovative software implementation, including open source access."

The site quotes the CIO of the London borough of Camden, John Jackson, who called the strategy critical for the public sector. "I'm confident this new approach will drive out efficiencies, accelerate innovation through sharing and fundamentally disrupt a tired and medieval software market forever."

In April, CIO Jackon announced the Open Systems Alliance, aiming to get the UK's local authorities to develop, share and re-use software solutions.
