Chính phủ Scotland đã xuất bản gói tài nguyên dữ liệu mở nhằm giúp đỡ tất cả các cơ quan nhà nước ở địa phương triển khai kế hoạch dữ liệu mở của riêng họ. Gói tài nguyên này đã được phát triển để hỗ trợ cho Chiến lược Dữ liệu Mở của Scotland.

Theo Chiến lược Dữ liệu Mở này, tất cả các cơ quan hành chính ở Scotland “sẽ nhắm tới việc” xuất bản các dữ liệu của họ ở định dạng 3 sao, theo mô hình dữ liệu mở 5 sao được Tim Berners-Lee tạo ra, người sáng lập ra Web và người bảo vệ cho dữ liệu Mở ở Anh.

Theo mô hình này, dữ liệu 3 sao là khi “dữ liệu là sẵn sàng trên trực tuyến, ở định dạng máy đọc được và không phải là của sở hữu độc quyền, với giấy phép mở cho phép sử dụng lại được”.

Tài liệu 10 bước để giúp phát triển kế hoạch dữ liệu mở

Gói đó đã được hỗ trợ và nhận được các đầu vào từ các thành viên từ khu vực nhà nước, theo tài liệu. Nó nhằm vào việc tạo ra một tài liệu tham chiếu cho tất cả các cơ quan hành chính ở châu Âu, để triển khai kế hoạch dữ liệu Mở của họ.

Trong 10 điểm, tài liệu chi tiết hóa chiến lược dữ liệu mở của Scotland, luật pháp hiện hành hỗ trợ nó, đưa ra định nghĩa Dữ liệu Mở, và hơn tất cả, đưa ra tổng quan quy trình Dữ liệu Mở. Gói tài nguyên đó cũng cung cấp vài mẫu template, để tạo ra danh sách kiểm tra các tập hợp dữ liệu, ví dụ thế, và một loạt các trường hợp điển hình làm việc với vài dự án Dữ liệu Mở ở Scotland.

The Scottish government has published an open data resource pack aimed at helping all local public authorities to implement their own open data plan. This resource pack has been developed to support the Open Data Strategy of Scotland.

Under this Open Data Strategy, all administrations in Scotland “should be aiming“ to publish their data in a three-star format, according the five-star open data model created by Tim Berners-Lee, the founder of the Web and a defender of Open data in UK.

According to this model, three-star data are when “data is available online, in non-proprietary machine readable format, with open license permitting re-use”.

A 10-step document to help develop an open data plan

The pack was supported and received inputs from members from the public sector, according to the document. It aims at creating a reference document for all administrations in Europe, in order to implement their Open data plan.

In 10 points, the document details the Scottish Open data strategy, the existing legislation that supports it, gives an Open Data definition, and above all, gives an overview of the Open Data process. This latter part explains the several steps an administration has to go through to implement an efficient open data plan. The document states that an Open Data process is a five-step process:

• Start with a plan. For example, administration must have a goal and get support, the pack states.

• Select your data. “Prioritisation of data release is necessary as it is impractical and potentially costly to release all your data at once”

• Create a dataset. How to organise data to make them downloadable, and what are the different open formats.

• Publish. What are the different websites and platforms to publish data

• Maintain. How to improve and promote published data.

The resource pack also provides some templates, to create a dataset checklist for example, and a series of case studies dealing with some Open Data projects in Scotland.
